What we build in St. Catharines
Two materials, done properly: wood fences, pressure-treated or cedar, for privacy and a finished look, and chain link for a boundary or a dog run that costs less and needs almost nothing from you afterwards. We build the gates to match, and if there's a tired fence there now we take it down and haul it away as part of the job.
Not on the list: vinyl, aluminum and pool-code enclosures. We'd rather say so in the first reply than after a site visit.

St. Catharines fence rules, in plain words
Here is what the City of St. Catharines Fence By-law (By-law 2014-068) says, so nothing about your quote is a surprise:
- Back and side yards: a fence on a residential lot can be up to 2 metres high.
- Front yard: in the required front yard the limit drops to 1 metre.
- Corner lots and driveways: nothing over 1 metre inside the sight triangles at a corner or beside a driveway, so drivers can see.
- Pools: a pool enclosure needs a permit from the City and must be at least 1.5 metres high.
The bylaw is the place to read it in full — the City keeps it on its Pool Enclosure and Fence By-law page — and if anything about your lot is unusual, the City's building department is the one to ask, and that's a ruling only they can give.
Locates. Before a post hole goes in, Ontario law requires a locate for underground gas, hydro, water and telecom. We put the Ontario One Call request in — locators have up to five business days to mark the lines — and we don't start until it's back. It's free, it's the law, and it's ours to do, not yours.
Wood or chain link?
Honest answer: it depends what the fence is for.
Wood is the privacy fence. Solid boards, full screening, and the look most people picture when they say "new fence". It costs more, because there is more material and more labour in it. We build in pressure-treated and cedar. Cedar costs more and weathers naturally; pressure-treated is the budget-friendly option. Either way, wood wants staining or sealing every few years to stay looking new.
Chain link is the boundary fence. It keeps the dog in and the line clear, it's the lower-cost option on both materials and labour, and it asks nothing of you once it's up. What it doesn't give you is privacy.
What sets the price on either: the length of the run, the material, how many gates, whether an old fence has to come out, and what the ground is like where the posts go. We look at all of that in person before we quote.

Do I need a permit for a fence in St. Catharines?

How high can a fence be in St. Catharines?

How much does a fence cost in St. Catharines?

I'm on a corner lot. Does that change anything?
It can. Anything in the corner sight triangle is capped at 1 metre, and that triangle runs 6 metres along each street. There's a smaller one beside a driveway, 4.5 metres, with the same cap. It's there so drivers can see. We measure it when we walk the line.

Yes. Gates are built to match the fence, single or double, wherever you need them.
My neighbour and I share the property line. Who pays?
That's between the two of you. If you can't agree, Ontario's Line Fences Act sets out a process in which the municipality can appoint fence-viewers to decide how the cost is split, and the City can tell you how that works in St. Catharines. We'll quote the fence to either of you, or both.
