Lincoln's tree by-law, and what it means for a bed
The Town of Lincoln's Private Property Tree By-law, No. 2025-40, requires a permit before anyone removes or injures a tree 15 cm or more across in the urban areas, and the Town lists Jordan and Jordan Station among them. In natural environment areas it covers trees of any size. Pruning and ordinary maintenance are exempt, and the Town can ticket for injuring a tree without a permit.
Mulching is maintenance, and laid properly it's good for a tree. The risk is the edge. Cutting a crisp new bed line through the roots of a big maple is the kind of damage the by-law is written about. So near any large tree we edge by hand, keep the line shallow, and follow the roots rather than cutting across them. If a job would need more than that, we'll tell you before we start and point you to the Town.
Three kinds of ground in one small place
Jordan isn't one soil. The bench above the village is fast-draining fruit and vineyard land, where a bed dries out quickly and mulch is mostly about moisture. Jordan Station, closer to the lake, is flatter and heavier. Twenty Mile Creek runs through the middle, dropping 26 metres at Ball's Falls before it reaches Lake Ontario at Jordan Harbour, and lots running down the valley have real slope on them.
That's why the depth is decided at the bed, not before. On the bench we lay the full 3 inches on bare ground. On heavier ground near the lake we go thinner. More about Jordan's ground is on our Jordan lawn page.
How we do a Jordan bed
- Weeds out, roots and all.
- Old mulch checked and raked, thinned or cleared depending on what's there.
- Edges cut, by hand near any tree 15 cm or more across.
- Mulch laid at 2 to 3 inches, to your preference and the ground.
- A clear ring left around every trunk. 3 to 5 inches on a young tree and 8 to 10 on a mature one, per Penn State Extension. Nothing against the siding.
Wood or stone for a Jordan property
For planted beds under big trees, natural wood mulch is the right call: pine, classic cedar, hemlock or hardwood, which break down into the soil the way leaf litter does. Dyed black, brown and red are there if you want the contrast. Decorative stone works along foundations and paths, but not spread over the roots of a big tree. Landscape fabric under stone if you like; usually not under wood.

Does mulching need a tree permit in Lincoln?
No. Mulching is maintenance. What Lincoln's by-law covers is injuring or removing trees of 15 cm and up in Jordan and Jordan Station, and cutting through big roots can count as injury. We edge by hand near large trees for exactly that reason.

Do you just deliver?
No, we supply and install. For a driveway drop, a supply yard is cheaper.
How deep do you lay it?
2 to 3 inches, full depth on the fast-draining bench and thinner on heavier ground or where there's still mulch. Always inside the 2 to 4 inches arborists recommend.
